NCAA penalizes student athlete for using school's water

Not sure why the writer would write this when he states earlier other students didnt/doesnt have access to the hose and water this person used.

The fact that the school reported it as a violation is as equally dumb as the NCAA requesting repayment of $20 for water and temporary use of a hose.

Right, it's one of those little things that fall under the rule because the rule has to be broad. If the school reports it, then the NCAA almost has to deliver some kind of punishment for it.

The NCAA is so dumb. They probably spent a grand in process costs to collect that $20 bucks.

How is this the NCAA's fault. The school self penalized in an instance when they didn't have to. At that point the NCAA couldn't do nothing. They had to assess some penalty. 20 bucks is nothing.
