What college football conferences have permanent cross divisional rivals?

I think so.

The SEC is the only conference forcefuly sticking by old traditions.

The SEC is the best conference in the country.

While there is not a direct cause and effect relationship there, I don't think the two are coincidence.

The Big XII used to. Until recently there weren't a lot of conferences with divisions to cross anyway.
