Arroyo typically throws the slowest pitches outside of Dickey. Sure his fastball isn't the slowest, but he throws some curves in there that are in the 60's.

Francis from Colorado is constantly referred to as a "soft-throwing" pitcher, not sure of his actual speeds tho.

As an A's fan, I can definitely say that Milone is a big time soft thrower. Total smoke and mirrors pitcher too. Thrives on a big pitcher's park and a good defense behind him.
