Is this normal practice of a selection committee to choose before all games are played/decided?

Pretty much what happened in 2003 after USC beat Michigan in the Rose Bowl. AP didn't want to see another game played.

I suppose I haven't followed closely enough the past 2 weeks, but all weekend long ESPN was listing Vandy at no. 1 and LSU at no. 2. N. Carolina was 5. How does the selection committee justify the no. 5 as the no. 1 seed, and not only seeding Vandy over LSU, but also an Oregon St., after LSU won the SEC Tourney and beat the no. 1 seed. Could you imagine the uproar if after the no. 2 beat no. 1 in football and not only not move ahead, but got jumped by 2 other tams the same week? I am probably putting too much into what ESPN had beside the teams for rankings, and I know these seedings don't mean all that much in the overall picture for the top 8. But, if it is done at this level, what is going on with all the bubble teams?
