We are a very small market...one of the smallest. That is the biggest reason, and yes that excuse does work. Memphis didn't build their team through FA for the most part, they built it through trades and draft, with smart FA moves mixed in. Same thing with OKC and SA.
Players don't want to play in poor, small, Southern markets.
We also for many years had a VERY cheap owner, with terrible facilities, and no winning tradition at all.

So that's not how they built their current winners. But would you say that those teams cannot attract a big name free agent? I wouldn't.
