I have a question. Let's say NWLA gets in a BR situation where the only local brewery is average on its best day. Is it better to still support the brewery so that local stores, bars, and distributors jump on board and see the potential of local brewries, or is it better to not support it and let it die?

unless the product is just horrible, I'll still probably support it

having an average local brewery is still better than having no local brewery, IMO
