That may be the case. I have worked for a state law enforcement department and have interacted with many local departments around BR and I stand by what I said, in and around BR.

Both OC and CC are good. I doubt an OC would be approached on the street by a mugger looking to make a quick buck. They would wait for an easier target.
CC in this situation, it may be too late with a gun pointed at me looking to take my money.
Now if something like the LA bank robbery went down were the thugs are hard core and out to kill then maybe an OC would be a target.
I like to have the option of both.

so they have their badges displayed while off duty?
How do you know that they are off duty law enforcement?
