No offense to you, but I've learned over the last 4 years how absolutely meaningless the words "shovel-ready" are. It will be 2-3 months before they even start receiving bids. Then it will be another 4-6 until both parties have signed. Then you have to hope it didn't get Greensteined somewhere in the process. I don't think it's bad to remain skeptical at this point.
