That is a misrepresentation. It does not have anywhere near the impact due to the history behind each word and the respective races to which they apply, but both are negative, derogatory terms for a member of a race that have selectively been adopted by some subcultures as joking or endearing terms. The N word obviously has a much stronger and more vicious application, but not due to any difference in its connotation.

And as was pointed out below your comment, it is not anywhere near the same. Again, however, that is due to historical and culture factors, not a difference in connotation or meaning.
