The NFL Rookie Pay Scale and how it affects the draft

Over the course of the next 5 years, how will we see this change affect the draft? Teams can draft a guy way above where he is valued and it doesn't cost them nearly as much as it did in the past. In addition, how does this change the value of picks for trades.
I realize that this year was an anomaly of sorts. Weak top talent and extremely deep at the second tier. That said, what changes do we see going forward when the talent is back to normal?
