The top three brands of outdoor/linemen/loggers boots all have these. They have had them for 40yrs.
It says what they are for in a booklet I have at my house but unfortunately, I am not at my house. Speculation is the best thing in this situation

I'd guess its similar to wearing chaps in bill riding. Helps deflect a hoof pretty well when being stepped on or being smashed in the chute. May be something like that
