Partially. It was over saturation of BAD games in the market. The bad severely outweighed the good in terms of quality of the product. Like that video states, everyone and their mother was creating video games back then. Leading to some VERY bad games, and lots of them.

The only market that really resembles that is the iOS and Android markets, which is why they're kinda stuck where they are as game platforms.
