Warned the group when they fell behind. Then timed them individually and he was warned again after exceeding the 40 second limit by a "considerable" margin. Then he did it again and they hit him with the penalty.

The official said he warned the group on 10, then him on 12, 13, and 17. Penalized him after he finished 17

They put the group on the clock for being out of position, and Guan had 2 bad times after that, so he got a 1 shot penalty.
