The biggest factor into me thinking that the defense will be much improved. Gregg Williams was also a player's coach. They will make some plays.

-Payton has mentioned RR's aggressive style. The transition from the Gibbs bend but don't break to GW's attacking style was key towards winning a SB. For me it was just a matter that GW got overly aggressive to the point of being predictable. Spags was somewhat aggressive but it was a scheme predicated on read and react. Having a poor pass rushing front is what doomed that (and why it did so well for NYG).
-Now that we see a 3-4 coming, the personnel fit is obvious. If there was an All Pro for a 3-4DE I think Jordan will be one. Galette & Tez Wilson being more that spot/role players is key also. I'd throw in PRob as well. He was drafted cuz of his proficiency in press/man style of play. Spags scheme hurt him more than any other player. Also think that RR will make best use of Harper's skill set similarly as GW did.
