Wire is messed up where it connects to the mouse. Ordered one off of eBay today.

Need some help. My brother just got an Nvidia GTX 970, which I am assuming is an upgrade from his previous GPU.
He currently has an i7 930 @ 2.8 GHz on an X58 motherboard. Is there going to be any sort of bottle-necking when upgrading to the new card?
Should he upgrade his CPU and if so, can he keep his existing mobo?
