It was like that over much of the country until Ladybird Johnson's road beautification movement in the 60's & 70's. It just never caught on in much of LA. Though overall, LA has greatly improved since those days...you should have seen it in the 70's.

Actually, it is almost $2,000 US. The conversion rate is 0.98 Canadian to 1 US. However, I doubt there is much need to threaten a fine. BCers seem to have a deeper appreciation for their natural environment and they walk everywhere (some of the fittest people I have seen... hardly ever see an obese person
so they do not want to walk by litter whereas we can just drive on by. It is all about culture and thinking about others.
