It's nice and all but Farmer is a shitty GM and I'm skeptical that he can get the projects done

Good luck. Tech unveiled their plan for the south endzone facilities and has yet to even break ground 4 years later.

Tech also went 9-3 and didn't go to a bowl. They're saying that the funds are secured for the first phase of the master plan. Bowling in an endzone, rebuilding a new sports complex (attached to indoor practice facility), and I believe rebuilding the press/suite box 20 yard line to 20 yard line.
ETA: Also moving students from away 50 yard line to put more chair backs for added revenue.

I was just talking with a buddy of mine about this. Pretty nice upgrades. My list of importance with Cajun Field in general goes:
1: parking towers.
2: complete the bowl
3: renovated press boxes
4: new scoreboards that actually work and the replays are clearly visible
5: upper deck above student section

We have funds available from remnants of the Indoor Practice Facility fee that put up the majority of it, as was said in the presser. I don't remember what else he said, but it sounded like most of it is there for the first phase.
Phase 1: Bowling in of one end zone in Cajun Field. Track & Field renovations. Building a new athletic complex/practice center adjacent to the Indoor Practice Facility.

The 62k would be probably part of the last phase that would either a) never happen or b) happen 20-30 years from now.
It's just there to show conferences that we have the plans and supposed capabilities to expand that much.

They're adding in that bowled section to make room for the displaced fans from the upper deck that will be getting rebuilt/renovated in the next 2-3 years.
