Tulane and Loyola are right next to each other and are uptown - assuming you mean the universities and not the avenues.
Some areas of mid-city are good, and he'll get more for his money there than uptown. Having said that, I'd prefer a smaller place in the good parts of uptown.
New Orleans isn't exactly home to good cajun food, but a lot of good creole food.
As far as your suggestions of BBQ Shrimp at Pascal's or Oysters at ACME, I'd say he'd be a lot better off with BBQ shrimp at Mr. B's and oysters at Casamento's.
