Good idea but can I just buy a couple pieces of aluminum like that to do it myself? Only know of Hebert steel to ask about that.

Yes, you can. you can go to a place like that and see if the have a smaller piece, or a few pieces of scrap. Or go to lowes/HD and see if the have some that are at least 3/8". Just use a jig saw or angle grinder to cut them and a step bit to drill the holes.
But by the looks of it, are you sure you can't just bolt the boat buckles somewhere direct to the Ibeam? maybe on top?
