Phish 3.0 hates NOLA. The band has a well documented relationship with the city prior to that.
Plus Page is playing at least 4 shows in the city during Jazz Fest (2 at the Republic with the Meter Men, 1 at the Fairgrounds with the Meter Men, and 1 at the Maison with Tryptophunk)
That said- the fact they have skipped over NOLA in 3.0 is frustrating to say the least. I truly think they will play here during fall tour though.
