Sure there is. Lebron was underrated in like 2010, despite being the best player in the world. Just because you are rated in the right spot, not mean you are accurately rated.
It sounds dumb, but the only good idea I could think of was using video game ratings.
People think Messi is a 99. Ronaldo may be given a 96. Even though the 96 is the second highest score in the world, he is really more like a 98.

Lebron was underrated only because he was the best player on the planet, and not everyone felt that way. There was a lot of disagreement on it. The whole "clutch" and no ring arguments played a heavy part in that.
The difference is Cristiano is considered the second best player in the world by everyone, which he is. He is held in the highest possible regard. I just don't see why, or how, that can improve.
They each have unique strengths, but it is clear to me that Messi is a step above as an overall player.
