To clarify, the areas in PA that are doing well economically are the areas where exploring the Marcellus Shale is permitted.

Nevertheless, Kansas and Nebraska are still losing population, and their policies aren't substantially different than North Dakota's. You have to have resources of some kind. Either natural or intellectual.

Right, but those places are also quite agricultural. Farming has never taken less manpower than it does now.

They both have pop growth from 2010 census and 2012 estimates. Granted it isn't at the pace of the national rate but they aren't hemmoraging

Alot of factors go into growth besides regulation and tax--age demographics, quality of education, etc.
Nashville is "blue" but not really---it's the local political forces are able to ganged up on an indifferent pop. and push their agenda (convention center, property tax hike, pub. education, and the limo price fiasco) come to mind. Only about 50,000 people voted in the last mayor election. I wish Nashville had a city manager model and not the standardy city council w/ mayor, although finances are still in good shape, etc.

I'm curious as to what makes up these unemployment numbers, and if unemployed are leaving some areas thus improving such place's numbers.
