No government at all, but pragmatically, a extremely limited constitutional republic; a republic where the activities of it's citizens that was non violent did not fall under the jurisdiction of the government.

A nonviolent action can still cause harm to another citizen. Government's role should be protecting its citizens from other citizens decisions, violent or not.
