With respect to actual gaming performance? Not hardly.
The level of optimization that can be achieved on a console is vastly superior to the level of optimization that can be achieved on a PC.
I mentioned this earlier, but it's worth reiterating - a PC with specs similar to the 360's would struggle to run Skyrim on the absolute lowest settings.

Skyrim for console is also optimized to fit that system. You are correct that a PC with the same specs as an 360 or PS3 would not be able to run Skyrim made for PC.
