Based on the conversation between the governor and the scientist, I have to believe it was him proving his worth.

Governor was surprised and delighted to see the person step up and do something to help the cause. I just can't rationalize Andrea doing that to people she knows. It's just not in her character.

Arguably, the truck saved their lives. Rick and company were sitting ducks. The bread truck brought zombies, but it also provided a distraction and the governor ended up leaving.

Like I said, I think that Andrea realized the governor was lying and was planning on killing them. She grabs some zombies in a truck and when she sees the shootout, drives right through the gate causing a diversion that may have just saved Rick's group. Just my opinion, of course.
