Pick and choose. You really only want to attack those bases you know you can defeat. And when I say defeat I mean steal a bunch of resources

at your level. say frick trophies. they'll go up and down until you get your feet under you.
you will run into some bases where you look at their collectors and they look almost empty, yet their total resources available is high. that means they are being lazy and not collecting the resources. if they have the mines outside of their base, hit them with a few archers, steal what you want, and gtfo. cheap raiding.
