I never agree with Morris but he is right.
The memo was written so vague that you can easily presume the government "executive branch" has the authority to kill US citizens suspected of working with AQ. There is NO BURDEN OF PROOF laid at the feet of of the Executive Branch. Hence, there is no oversight by the Legislative or Judicial Branch.

I work for a company that has a half owner thats name is Abdul. Abdul is a sleeper and all's I did was work in his office. Obama could drone me easily if it pleased his mack daddy self that day..
