That answered my question. The age limit is applied at the beginning of qualifying. So, it's more like an u23 tournament by the time that it actually happens.

after reading it again, i figured out you probably meant when is the u21 euro.
ahh yeah, i was wondering. seemed a bit arbitrary as to who could play and how many. that makes sense now
