An NFL team with the highest paid coach, quarterback, and defensive position

Could they consistently make the playoffs regardless of who else they have on their team?
When a franchise puts money like that into coaches and players they are assuming that they will make the other players around them better, right?
This begs the question...if you pay top dollar for 3 key players/personnel...do you make it to the postseason?
