From the Mean Green blog May 2012:

"Odoh has some summer school classes he has to take to finish his two-year degree and qualify to play at the Division I level next year".
From the Advocate Sept./12
"As he works to finish his degree requirements at Hill Junior College in Texas, Odoh, a 6-foot-10, 230-pound center, has committed to LSU basketball as part of the 2013 recruiting class."
"Odoh will not play basketball this season, but plans to graduate from Hill in December and enroll at LSU the following month."
Therefore, he wasn't able to enroll at LSU in time for the start of the 2012/13 season, and since he did complete his 2 yr degree at the end of December, he could then enroll at LSU come January.
Exerpt from the NCAA eligibility rules:
Eligibility for Practice.
(1) You are eligible to practice if you are enrolled in a minimum full-time
program of studies leading to a baccalaureate or equivalent degree as
defined by the regulations of the certifying institution. [Bylaw 14.1.8.1]
(2) You are eligible to practice during the official vacation period
immediately preceding initial enrollment, provided you have been accepted by your institution for enrollment in a regular, full-time program
of studies at the time of your initial participation, you no longer are
enrolled in your previous educational institution and you are eligible under
all institutional and NCAA requirements. [Bylaw 14.1.8.1.1]

If he enrolled for spring at LSU he can play in the spring, that's happened before.
He's not playing because he has 3 years to play 2 seasons, so CJJ doesn't want to waste a full season for him to play half a season.
