Who knows what she meant. She's younger (25 I think?) and really into the indie music scene. I think she equates living near "artists," poor people and minorities with surrounding yourself with "culture" while people who live Uptown/Garden District/WHD are inherently boring and vanilla.

Which is ridiculous of course
Being poor isn't a prerequisite for being cultured or even gifted in the arts.
