You cannot legally lift your leg and still throw to first.

You can argue the logic behind that all you want but those are the rules to a balk. That is a reason why a lot of analysts that announce games want the move to be declared a balk.

ever seen a lefty on the hill

eta...if they are gonna make start making balk changes they need to look at the lefty move to 1st. they let them get away with too much. why do they get the advantage?
