if you are going with a HDD for the OS then yes, get at minimum a 7200 rpm drive. if it is a storage drive, you can drop down to a 5400 rpm drive and not see any drop off.
my computer has a SSD for the OS and a 5400 rpm HDD for storage and ive had no problems.
