The capitol controls every aspect of everyone's life. That is the entire premise of the series.
The killing yourself comment is just stupid. I'm not sure what you think that would accomplish or what you even meant behind it. The capitol runs an extremely totalitarian state and is incredibly advanced. If you were to attempt to kill yourself, they would probably intervene (see what happened in this movie). The idea of "rebellion" doesn't really exist and for Katniss to do that at the end mainly depicts her character. It was basically her way of showing that the capitol doesn't control her actions, the capitol didn't want other people to get the same idea so they played it off as a joke. This back fired and the result is in the next 2 movies.
