To answer the OP, no, this is not what a program in decline looks or feels like.
Sorry to be blunt, but you're a dolt for thinking to ask. Your "concern" is misplaced only because this is one of the most successful football eras at LSU.
Demand perfection with an understanding that it is extremely difficult to achieve.
Now looking at a Tennessee over the past 10 yrs. should give you an answer to your question.
