They will absolutely throw stuffed cows from the rafters of the dome with parachutes and coupons attached, so I'll go 100% with that one.

Better chance of cows parachuting into the dome and the cow throwing a pass than Miles letting Shep throw a pass. Also the earth would probably open and the Georgia dome would be sucked into oblivion. Much higher chance of this.
