It definitely should be a Science and Tech board. Science topics include a lot of things, think of all of the space topics, engineering topics, heck even weather might belong there...

"SciTech Board".
The board would host discussions ranging from space, chemistry, biology, and medicine to discussions on smartphones, TVs, Android, Apple, Google, laptop suggestions, and so forth.
Additionally, it would be the go to place on the website for general tech help.

Health board doesn't need its own board. But I would venture to say that a lot of people would be in favor of a sci/tech board

The way to think about it is this: What threads appear on the OT but don't get the attention they deserve due to the nature of the OT (e.g. posters making jokes or putting tl;dr) so that thread drops to the bottom without more discussion beyond 3 to 4 posts and subsequently vanishes.
This board can let those threads thrive because you can see there is interest, the thread's just killed by OT traffic and guys that think they're witty/funny.
