If I had to guess, he built it for $1300 depending if he took the time to look for cheap parts or went GB route.

If it's a SBR like the one in the picture you can't just buy it. Takes a tax stamp and about 6 months plus $400 extra. If the barrel is shorter than 16" do not buy it without going through a SOT Class III or you could end up in the Fed for 10 years and paying 250K fine.
