Rugby's laws make it a way safer sport than football. Wrapping up, instead of shoulder checks, is the proper way to make a tackle and the fans still get the big hits they want to see. No tackling above the shoulders is something I think football is trying to do anyway.
Another thing to consider is since there is no blocking you dont get those types of injuries as frequently as you would with football.
Obviously, I am a bit biased to which sport I would like to see take over should football go away, but it is an exteremly fast growing sport in the US and can fill the void of contact sport the way no other sport could.

This is the biggest thing Rugby has going for it.
Basketball is definitely declining and the weakest of the 3 I listed in the OP.
