other places- as long as they pray 5xs, especially evening prayer, certain times don't matter

I would think if this guy was actually a radical Islamic Fundamentalist getting ready to do some crazy shite the last thing he would do would be call attention to himself by breaking out the prayer rug.
Don't give the (normal) Muslim pulling out his prayer rug the stink eye - save that for the nervous, twitchy young Muslim guy trying desperately (and failing miserably) to look "western" and Americanized.

I'm sure it's nothing. You shouldn't be worried.
