If Tulane will be pouring 100 million into sports everyone involved in making that decision should be drawn and quartered.

How high do they want their tuition to go? 60K a year?

About $40 or so mil of that is for the on campus stadium and is all from donated money, as are most of their capital improvement projects. If they can get the funding privately and significantly upgrade their situation, what is the issue?
