I bought a cheap Columbia one from Academy on our last trip. There was was an overestimated cold front front on the way. It just got windy. That little thing was awesome. I didn't wear it like the guy in your pic but I kept my ears and neck covered all day from the wind.

I really can't emphasize enough how awesome those things are when the gnats get really bad.
