Can't it be both? Any reasonable look at strongest program would look at recent history and current strength. LSU has a great track record over the past 10 or last 5 year look back, is in the top ten this year, is a year removed from a national title game, and has no mitigating reason to think the relative level of success will not continue.
USC's situation, in this context, is totally different. They look great in the 10 year look back and pretty good in the 5 year look back, but they are coming off a mediocre year, are still under NCAA sanction which will continue to affect the team's roster depth, and the architect of the program's success is now chilling in Seattle.
When looking at the original question "What are the 5 best CFB programs right now?", I see no reason why ranking LSU and not USC is so contrary, even when using historical data.
