Need Help with Lightening a photo that i've done some work to already

I've already lightening the picture up some, and smoothed out the poor pixaletion from the image being so low resolution. I know there is no magic filter, but any more suggestions as to improve the quality of the photo. I have showing both the dark and enhanced.
I have used the Brightness/Contrast to lighten it up, and the smudge tool to smooth out the pixelated areas.

Here is your original with GIMP White Balance filter applied. Might be something to work with.. (I didn't smooth anything)

Jimmy,
Thanks for this, it will help me a bit. Doing this as a favor for a friend. Had to pull this from a screengrab of a video, so quality sucks.

Did you try the unsharp mask?

I can get the lighting to be acceptable, is there a better way of smoothing out the quality other than the smudge tool?

Not that I am aware of, Boss. Any thing I can come up with will just make it look blurry. Maybe some of the pros in here will have some ideas.
