I was under the impression that it flowed that way because of elevation


IIRC, strong hurricanes can reverse the flow

correct. gradient is the answer here. it's the river's greatest strength and weakness. enough gradient to keep the flow to the GOM and alleviate flooding up north but not enough to take advantage of for power generation.
