I think it made perfect sense. That was his little girl. The Governor obviously lost a small but important part of his mind when Penny originally died and turned. I'm not saying that would happen to me if my little girl turned but I could understand it happening to a parent.

Penny being "alive" held him together. That became pretty obvious once Michonne took her out.


Reading Rise of the Governor would give you some additional insight into his character and motivations.

How does Ricks group have smoke bombs? Where in the hell would they run across anything like that? Those are used specifically for army tactics. It would be one thing if it were tear gas they found at the prison, but people weren't getting choked out from it, so it must've been smoke, not gas. No big deal, it's still my favorite show.

I liked the idea the guy earlier has about Merle being thrown under the bus by the gov is a ploy to get Merle inside the prison and frick shite up inside.

Also, I'm pissed that Michonne didn't drain out the governors neck, and at least talk to Andrea during their stare sesh and tell Andrea to "Wake the frick up and look around you. These bitches are crazy lets get the frick out of here!"
