Some dogs figure out ways to get around them. My dog only used one for two weeks when he was little. I lived in a high rise apartment with stained concrete floors and he would get jacked every time someone walked by. I started crate training him and used the bark collar at the same time. He figured it out after 1.5 weeks.
I have seen dogs learn that they can whine to get around them, and my dad uses it on his German Shepard. His dog won't bark with it on, but when it is off, he goes to town.
Leave it on them 24/7 for a week or two and it should work

They work but keep in mind you are teaching you dog to never bark, this includes barking at strangers and being a watch dog.
