Question about waiver claim

So gronk was dropped in my league on Wednesday. Normally players dropped on Wednesday are available for claim on Friday or Sunday I can't remember. Either way, for some reason it is showing him available for claim on the 28th now. This is an espn league, is this for everyone?
It pisses me off because I didn't make a claim this week so I'm higher up on waiver now.

His team has already played, so he has already locked for the week. Standard waiver rules.

Keeper league, we get to keep one player from 4th round on. With him being dropped he becomes a free agent. So it's really me looking at next season. I am rolling with Witten this year.

I'd do that in a keeper league. I was the 11th pick in a 12 team league and Gronk was my first pick. Paid off up til this point. I'm currently number 1.

Are you sure you can keep him? You can typically only keep guys you draft.
