If a player catches a TD and it looks like it might get overturned, can the coach throw the challenge flag, take the 15 yard penalty, and keep the booth from reviewing? I don't know what he would be wanting to review but does that matter? Seems like a hole in an already stupid rule if it's possible.

No the rules there so you can't gain an advantage by throwing an illegal challenge.

I would imagine there's a stipulation to keep things like that in check.
