I've seen coaches throw challenge flags before and the ref go over and say its non reviewable and game continues.

it was reviewable though
the coach throwing the flag nullified the normal review given after all scores for some reason

It's a perfectly legit rule. It is to prevent coaches from trying to slow things down or review plays they can't. Otherwise why even have auto review?
